A scarce original second issue 'Rover Scoutmaster Officer's hat badge' unmarked nickel silver plated arrowhead in circle, red enamel 'R.S.' instead of stars, 'Boy Scouts' motto scroll below, the reverse with open back fitting. Fair to good condition, complete with sparse green bristle plume, correct amount of bobbles top and bottom, two rounded loops, service wear.
